Gender equality and social inclusion
Every programme reaches somebody. The question is who it misses, and whether anyone checked. Gender equality and social inclusion is the discipline of asking that question at design stage rather than in the evaluation, and of putting the people most often excluded in the room where the programme is decided.

What this involves
Three things this area of work actually consists of
Making sure programmes reach the people most often left out, including women, young people, people with disabilities and displaced households, and that they shape the work rather than receive it.
Inclusive design
Building participation into how a programme is designed, so the people it is for set its terms rather than receive its outputs.
Barrier analysis
Identifying what actually stops someone taking part, whether distance, cost, timing or permission, and designing around it.
Disaggregated evidence
Counting who was reached, broken down far enough to show who was not, and acting on the gap.
